When the rich get richer, the poor get poorer?

When I voluntarily enter into a transaction with a rich person, whether it be to purchase something from them or to be employed by them, we both gain. They get my money and I get a product or, they get my work and I get money.

When I involuntarily have money taken from me by the government for them to use for purposes that directly oppose how I want my money to be spent (i.e. paying $1.5 million to study plant fossils in Argentina), one entity gains and one loses... or... the government (and their favorite interest groups) gets richer and the people get poorer.

So yes, in America it is true... when the rich government gets richer, the poor citizens get poorer.
